Meet Our Team

Mary Mossburg is the Arc Fayette Executive Director.

Mary has 30 plus years of experience in the human services field, with 27 of those years dedicated to the intellectual and developmental disabilities (ID) sector. She began her career in the ID field as a fiscal officer before advancing to the role of Chief Financial Officer (CFO) and ultimately becoming the Executive Director in 2016.

Mary holds a Bachelor of Science degree in Governmental and Non-Profit Accountancy. Throughout her career, she has demonstrated a commitment to driving financial growth, fostering cultural development, enhancing operational efficiency, and promoting leadership excellence at The Arc of Fayette.

Mary enjoys preparing Sunday meals for her family, spending time with her grandchildren, and caring for her pets.

Barb Outrich is the Director of Human Resources at the Arc Fayette.

Barb Outrich brings over 20 years of experience in Human Resources and Strategic Business Functions. While much of her career has been in manufacturing and higher education, she transitioned to the non-profit human services field about 8 years ago, with the last 4 years at Arc, Fayette. Barb specializes in strategic business planning, aligning initiatives with organizational goals to drive growth and success, with a passion for creating a supportive workplace where employees feel valued. She holds a Bachelor of Science degree in Labor and Employee Relations from Penn State and has been a Certified Professional in Human Resources since 2020. Outside of work, Barb enjoys spending time with her family and gardening.

Mary Fencil is the Chief Financial Officer at The Arc Fayette.

She has been with The Arc since 2014, beginning her journey in the fiscal department as Accounts Payable/Payroll. Before joining The Arc, Mary gained valuable accounting experience, which prepared her to bring her expertise and skills to the organization. She holds a Bachelor’s in Accounting from the University of Pittsburgh. Outside of work, Mary enjoys spending time with her children, growing cut flowers, and exploring the outdoors.

Aubrey Holmes is the Director of Residential and Family Living Programs at The Arc Fayette.

She has expertise in trauma-informed care, advocacy, and person-centered care. She joined The Arc Fayette in 2024, bringing 20 years of experience in behavioral support and program management. Aubrey has worked in various capacities across the fields of mental health, intellectual and developmental disabilities, and dually diagnosed individuals, where she focused on advocating for individuals with IDD and ensuring the successful delivery of support and care.

She holds a BA in Communications & Sociology from the University of Pittsburgh and a dual Master’s degree in Special Education and Elementary Education from California University of Pennsylvania. Outside of work, Aubrey enjoys traveling and exploring Pittsburgh’s food scene, sharing her discoveries on her restaurant blog dedicated to hidden gems around the city.

Michael Dinan is the director of the Home & Community Program at the Arc Fayette.

Michael Dinan has been with Arc Fayette since 2007, having served as a program specialist and Home & Community Coordinator before becoming the Director of Home and Community Services in 2019. After graduating from Penn State-University Park, in 2005, Michael started working in direct care with people with Intellectual and Developmental Disabilities, where he found showing patience and compassion when faced with challenges to be rewarding and successful. Away from work Michael can be found spending time with family and friends, enjoying concerts, plays and standup shows, going to the movies, and attending home Penn State football games.

Lena Benincase is the Adult Training Facility at the Arc Fayette.

Lena Benincase has been with The Arc Fayette County for 10 years. She started as a van driver in the Adult Training Facility (ATF) and now is the ATF Program Manager. Lena supports the mission of the Arc Fayette by providing guidance and supervision to the staff, incorporating both agency and individual goals into daily operations. Lena enjoys working directly with the participants, enhancing their quality of life with her experience and dedication. Outside of work, Lena enjoys musicals.

Jenna Hicks is the Arc Fayette Supported Employment Manager.

Jenna began her career at Arc, Fayette in 2018 as a part time Job Coach. Jenna left the Arc for a brief time, and returned as an Employment Coordinator, and is now the Manager of that same department. Jenna holds an Associate Degree in Early Childhood Education, and she has been a part of the ID field her whole life, in providing care for her brother that has Cerebral Palsy, so this type of work holds close to her heart. Outside of working, Jenna enjoys running her Photo Booth business, and spending time with her family and friends.

Kitty Bowen is the Operations and Compliance Manager at the Arc Fayette.

Kitty Bowen joined The Arc Fayette in August 2023 as the Operations and Compliance Manager. With a background in computer operations and cybersecurity, Kitty has a diverse career, including serving in the U.S. Air Force, where she operated and maintained a Computer operating base-wide systems. Kitty has also worked in the banking industry in various roles, leading to a position as an IT Support Specialist/Manager. After joining the military, she completed Computer Operations Training and Manager School in the Air Force. Over the years, she has continued to expand her knowledge through courses, including earning her Cybersecurity Certification and re-certification. Outside of work, Kitty enjoys camping and outdoor activities.

Maria Njeim is the Marketing and Communications Director at The Arc Fayette.

Maria Njeim joined the Arc Fayette as the the Marketing and Communications Director in January 2025. With over a decade of experience in strategic communication, project and grants management, and fundraising, Maria has led communications efforts for nonprofits, academic institutions, and United Nations agencies. Maria holds a Master’s degree in Strategic Communication from Washington State University and a Bachelor’s in Political Studies. Outside of work, she enjoys spending time with her family and traveling.

Dary May is the Arc Fayette Agency Nurse.

Darcy May joined the Arc Fayette in March 2025 as the agency nurse, bringing with her 25 years of clinical experience and a Bachelor’s degree in nursing. Her extensive background includes implementing procedures and providing training in some of the most challenging situations. Darcy is passionate about promoting optimal outcomes and patient-centered care, with a strong focus on excellent communication and collaboration at every level.

Katelyn A. Herman is the Arc Fayette Behavioral Specialist.

Katelyn is a Licensed Behavioral Specialist, who is passionate about providing person centered care. She has obtained a master’s degree from Penn West University with a degree in Special Education with a concentration in autism and applied behavior analysis.  

At The Arc Fayette County, she is responsible for conducting functional behavior assessments to help guide the development of interventions to be implemented to modify target behaviors. She will ensure that adjustments are made to the treatment plan, if needed, so that the individuals’ outcomes are met. Prior to employment at The Arc Fayette County,  Katelyn has experience conducting functional behavior assessments to develop behavior support plans for individuals in various settings. With her education and experience, she has demonstrated competency to provide individualized support with a focus on quality of life to each individual she serves.

Her aim is to use data-driven decision-making skills to ensure that individual rights are upheld while promoting respect, inclusion, and opportunity in the community.
